Bloggers are not required to register

Ksenzov explained to bloggers that they would not have to add themselves to the register immediately once the law came into force. Ksenzov stressed several times that Roskomnadzor does not have the goal of organizing a comprehensive census of bloggers. According to him, the agency does not have the resources to monitor and enter all popular users into the registry.

"If you publish pictures of cats on your blog, speak only politely and do not disclose state secrets, this obligation may never come into effect - even if you have a million unique visits per day,"Ksenzov said in an interview with Lenta.ru.
