What are the main intermediate results?

These opinions linked to the first round, report the delays of many small municipalities but also the "inadequacy" of the first acceleration zone projects. This was to be expected. The zones are very numerous but mainly focused on diffuse photovoltaic installations (roofs, canopies, etc.) which will not be able to provide all the expected production from renewable energies. The regional committees have submitted their recommendations and are expecting a second round of proposals in 2025. This is an iterative process between local and regional stakeholders, in the form of an inter-level dialogue. It should result in a regionalization of the objectives of the next multi-annual energy programming (PPE). This presupposes agreement on regionalized "mixes" of renewable energy production, taking into account the differences in regional potential according to the energies (wind, solar, biomass, geothermal, hydraulic, etc.) but also the deployments already completed or in progress. The just transition presupposes a good distribution of the contributory efforts of the territories.

As for the implementation of the ZAN, the regions had until November 2024 to define and adjust the objectives for reducing land consumption between territories. They kept to their schedule after many months of consultation. The first report was written in early autumn, based on a campaign of interviews conducted in the first half of 2024 with just over 80 people: local elected officials, prefects, parliamentarians, heads of national agencies or operators, professional federations, community associations, experts, etc. This work focuses on the implementation of COPs and focuses on the mobilization of stakeholders and their appropriation of the levers for action proposed by the SGPE. The report also provides a summary of the challenges to be met sector by sector.
