You can set the goal "Not a bounce". To do this, you will need to set up a timer on the service that will determine presence on the site for 15 seconds as "Not a bounce".

You can also set up a time counter on the site itself via the "Timer" trigger. You will need to add Google Tag Manager .

Next, on the triggers page, you need to click on the "Create" button. Then, when the window opens, you need to select a pencil and click on the "Timer" section in the list. On the Philippines cell phone number list screenshot below, you can see the algorithm for subsequent actions.

Next, we make a new tag. Configuration — “Google Analytics”, verification type — “Event”.

In "Categories" and "Action" we enter goals in Google Analytics. We do not take into account the extension of the setting. The "Google Analytics" counter is needed for the variable.

The "15 Second Timer" created earlier acts as a trigger.

Then you will need to send all the edits you made to the service and test the tag.

Next, we go to the Google Analytics counter.

In the "Views for the selected counter" column, set the goal "15 sec on site". Then you need to create an audience with the requirement "Goal 15 seconds on site = 0" in the "Resources" section.
