Based on the above, I propose to supplement Part 1 of Article 29.5 of the Code of Administrative Offenses of the Russian Federation with a clause of the following content: Cases of administrative offenses provided for in Part 1 of Article 20.25 of the Code of Administrative Offenses of the Russian Federation, in the event that the foreign person being prosecuted is located outside the Russian Federation, shall be considered at the location of the body that initiated the relevant case on the administrative offense.
