Let's analyze the three scenarios.

Your website receives a manual action for unnatural links
If someone on Google's webspam team reviews your domain's link profile and finds excessive spam, they can apply a manual action for unnatural links.

In the words of Google :

Google takes a manual action against a site when a reviewer (human) at Google determines that Google's Webmaster Quality Guidelines. Most manual actions address attempts to manipulate our search index.

Manual actions are much less common than they used to be.

It takes time and resources to manually review a site, and as such, Google has made a significant effort to better identify harmful links with its algorithm.

That said, manual actions can still occur, especially if you're russia mobile database spamming very often.

Manual reviews can be caused by:

A competitor submits a spam report.

Algorithmically detected issues that trigger a review.

Being in a niche that is known for excessive link spam.

You'll know you've received a manual action (penalty) when you receive a notification in Google Search Console.
