Steps until approval of the reform
The proposal for changes to social security rules was submitted on February 20, 2019, but the path to possible approval is still long and the project may undergo several changes on its journey from the National Congress to the Senate.
CCJ - Chamber of Deputies

If the senators make any changes to the text of the proposal, it returns to the chamber. If the deputies approve the new text without making any further changes, the proposal moves on to the final phase: Promulgation.
Promulgation
Once all the previous stages have been completed, approved by both federal deputies and senators, the proposal is then enacted (declaring the existence of the law and ordering its execution), meaning that the rules come into effect by law.
