News in the 2021 General State Budget

The Draft General State Budget (PGE) for 2021 has overcome its first obstacle in the Congress of Deputies, by managing to overcome the amendments to the whole that called for its withdrawal last Thursday, November 12.

Learn about the main new features included in the expenditure items.
We detail the new revenue measures introduced to try to maintain a balanced budget.
The General State Budget continues its parliamentary process and, in order to be approved, it needs the votes of other political forces, some of which are french email list antagonistic, to be added to the votes of the parties that form the Government coalition.


While some changes are expected to occur before final approval, these budgets can be considered novel for several reasons:

Being the first of a coalition government in the modern democratic history of Spain.
Having a marked social emphasis , with the forging of a coalition government between the PSOE and Unidas Podemos.
Designed, in part, to combat the negative effects of the crisis caused by COVID -19 .
Collect the largest social expenditure in the history of Spain.
Aim to facilitate the social and economic reconstruction of the country.

Wanting to transform our production model , which is highly dependent on tourism and construction.

Collect 26.634 billion in European funds for 2021.
Facilitate digitalisation , the use of renewable energy and the implementation of structural reforms.
Public spending: main new features included in the PGE
Personnel expenditure increased by 4.2%, including a 0.9% increase in public employee salaries .
Social spending , which amounts to 239.765 billion euros, is the highest in history and represents 10% more than last year.
Pensions are revalued by 0.9% and non-contributory benefits are increased by 1.8%.

The allocations for social services and social protection will increase by 70.3% if European funds are included. Policies to combat child poverty will receive 59% more funding than in previous years.
The budget includes 3 billion euros to consolidate the Minimum Vital Income , which will benefit 850,000 households.
The Public Indicator of Multiple Effects Income ( IPREM ), which is the index used as a reference for the granting of aid, subsidies or unemployment benefits, is increased by 5%.

For the first time in Spain, maternity and paternity leave have been extended from 12 to 16 weeks.
The budget for combating gender violence will reach 180 million euros.

The largest amount of scholarships in history has been collected: 2.09 billion euros, 514 more than in the previous year.
Part of the European funds will be used to strengthen the digital skills of both teachers and students.

Vocational training will be promoted and early childhood education for children from 0 to 3 years of age will be extended in collaboration with the autonomous communities.
Investment in healthcare will increase by 75.3% and will reach 7.33 billion euros if national and European funds are added together.
