What is known about Viktor Tarkhov

Viktor Tarkhov was born in Kuibyshev. During the Soviet era, he managed the Kuibyshev Synthetic Alcohol Plant and headed the Kuibyshev Regional Executive Committee. After the collapse of the USSR, he headed the Novokuibyshevsk Oil Refinery. He also held high positions in YUKOS and other companies.

In 2000, Tarkhov took second place in the gubernatorial elections in the Samara region, then became a deputy of the provincial Duma. From 2006 to 2010, he was the mayor of Samara. During his time as mayor, many large construction projects were implemented, such as residential complexes and shopping centers.

He was not re-elected for a second term due to his low rating, after which he went back into business. He owns such enterprises as Novitrek, VolgaRezinoTekhnika and Volgasintez.

In the summer of 2022, Tarkhov and his wife went to Norway for treatment. He was 76 years old.

In December 2022, his daughter Lyudmila, the head of a private jet company, was sentenced to seven years for extorting 200 million rubles from regional deputies. According to Natalia Tarkhova, the daughter had a power of attorney to sell all of her parents' property. Tarkhov's son-in-law was crime boss Sergei Loginov ("Lord").
