Viktor Tarkhov was born in Kuibyshev. During the Soviet era, he managed the Kuibyshev Synthetic Alcohol Plant and headed the Kuibyshev Regional Executive Committee. After the collapse of the USSR, he headed the Novokuibyshevsk Oil Refinery. He also held high positions in YUKOS and other companies.
In 2000, Tarkhov took second place in the gubernatorial elections in the Samara region, then became a deputy of the provincial Duma. From 2006 to 2010, he was the mayor of Samara.
