The practice of Government Relations (RelGov) aims to build a relationship with stakeholders in order to establish a dialogue that provides the possibility of greater participation by society in the formulation of public policies. According to the Brazilian Association of Institutional and Government Relations (ABRIG), the activity of Government Relations can be defined as the activity responsible for the dialogue between social and economic actors who are impacted by legislative proposals or public policies and the decision-makers who act in the National Congress.


In practice, professionals working in the RelGov area must present parliamentarians with a strategy to be followed, taking into account the risks in different areas and a greater understanding of all the impacts that may be caused by a decision against, or in favor of, a certain agenda.

Last week, it was Gabriel Barreto's turn, political scientist, master in Political Science, specialist in RIG solutions at Inteligov and Community influencer, to present his thoughts on the knowledge stage that is a precursor to any strategy: the Fundamentals of the Legislative Process. Alongside Beatriz Falcão, Head of Policy and Manager of the Inteligov Community, Barreto led a very rich and fruitful conversation with the RIG professionals who attended the event.


To explain the stages of the process, the political scientist based himself on the Federal process, constituted by the National Congress (Chamber of Deputies and Federal Senate) and the Executive Branch, since the procedures of Subnational Legislative Houses are inspired by the rules of the Chamber and have a process reasonably similar to that found at the Federal level. According to Barreto, the legislative process is the set of provisions that guide the procedures by Federal, State and Municipal bodies. Thus, it is up to the legislative branches to draft laws, in a democratic manner, based on the rules defined by the Constitution and the Internal Rules of the Houses, ensuring the functionality of these norms.
